Who Pays for a Customer Service Apprenticeship?

Sep 10
6 min read

Who pays for a Customer Service Apprenticeship? In England, the answer depends mainly on whether the employer pays the apprenticeship levy, the apprentice's age when they start and, for levy-paying employers, whether sufficient funds are available in their apprenticeship service account.

⠀

For apprenticeships starting from 1 August 2026, the funding rules changed. For non-levy employers, the government can fund 100% of eligible apprenticeship training and assessment costs, up to the funding band maximum, for apprentices aged 16 to 24 at the start of their training. For apprentices aged 25 or over, the government contributes 95% and the employer contributes 5%.

⠀

This can make a Customer Service Apprenticeship a cost-effective way for employers to develop customer service capability, whether they are developing an eligible existing employee or bringing new apprenticeship talent into the organisation.

⠀

Momentous Learning's Level 3 Customer Service Specialist Apprenticeship combines practical workplace learning with monthly Coaching Conversations, collaborative Learning Labs, a personalised digital learning plan and access to the Momentous Learning Academy.

⠀

Understanding how apprenticeship funding works can help employers determine what they may need to contribute before deciding whether the programme is right for their team.

How Is a Customer Service Apprenticeship Funded?

A Customer Service Apprenticeship is different from a conventional commercial training course because eligible training and assessment costs can be supported through the apprenticeship funding system.

⠀

The current 2026 to 2027 apprenticeship funding rules apply to apprenticeships starting between 1 August 2026 and 31 July 2027 in England.

⠀

How the training is paid for depends on the employer's circumstances.

⠀

The main distinction is between:

⠀

  • Employers who do not pay the apprenticeship levy

  • Employers who pay the apprenticeship levy and have sufficient funds available

  • Levy-paying employers who have exhausted their available apprenticeship funds

⠀

The apprentice's age can also affect how much government funding is available.

What Do Non-Levy Employers Pay?

For apprenticeships starting from 1 August 2026, a non-levy employer can receive full government funding for eligible training and assessment costs, up to the funding band maximum, when the apprentice is aged 16 to 24 at the start of their apprenticeship training.

⠀

This means the employer does not have to contribute towards the eligible training and assessment costs within the funding band in these circumstances.

⠀

For an apprentice aged 25 or over, the funding arrangement is different.

⠀

The government contributes 95% of eligible training and assessment costs, up to the funding band maximum, while the non-levy employer contributes the remaining 5%.

⠀

For employers considering customer service training for employees, this is an important distinction. The cost of apprenticeship training can therefore vary according to the individual employee being enrolled.

⠀

How Does Funding Work for Apprenticeship Levy Employers?

Larger employers that pay the apprenticeship levy can use funds available through their apprenticeship service account towards eligible apprenticeship training and assessment.

⠀

This can include training employees through a Level 3 Customer Service Specialist Apprenticeship, subject to the applicable apprenticeship funding and eligibility rules.

⠀

The position changes if a levy-paying employer has insufficient funds available.

⠀

Under the funding rules for new starts from 1 August 2026, government funding can cover the eligible training and assessment costs, up to the applicable funding limit, for apprentices aged 16 to 24. For apprentices aged 25 or over, the government contributes 75%, with the employer responsible for the remaining 25%.

⠀

Employers should therefore check both the apprentice's circumstances and the funds available in their apprenticeship service account when planning apprenticeship training.

⠀

Does the Employee Have to Pay for Their Apprenticeship?

No. An apprentice should not be asked to pay towards the eligible costs of their apprenticeship training.

⠀

Current funding rules state that the provider or employer must not ask the learner to make a financial contribution towards eligible training costs, including employer co-investment or additional agreed training costs paid by the employer.

⠀

The apprentice remains an employee while completing their apprenticeship and should be paid for their normal working hours and training in accordance with the applicable employment and minimum wage requirements.

⠀

This is important for existing employees considering apprenticeship development. Completing a Customer Service Specialist Apprenticeship does not mean personally paying tuition fees in the way someone might pay for a private training course.

⠀

Can Existing Customer Service Employees Receive Apprenticeship Funding?

Apprenticeships are not limited to newly recruited employees.

⠀

An eligible existing employee can complete an apprenticeship where the programme provides the appropriate new learning and the relevant apprenticeship requirements are satisfied.

⠀

This means an employer could use a Customer Service Apprenticeship to develop someone who already works within a customer-facing team but needs to build broader specialist capabilities.

⠀

For example, development through Momentous Learning's Level 3 programme can cover areas including:

⠀

  • Customer case management

  • Interpersonal communication

  • Omnichannel customer service

  • CRM and ticketing platforms

  • AI-supported tools

  • Customer feedback and data

  • Service recovery

  • Customer retention

  • Customer Experience improvement

⠀

This can make apprenticeship funding relevant not only to recruitment budgets, but also to wider employee development and workforce planning.

⠀

What Costs Might an Employer Still Need to Consider?

Government or levy funding does not necessarily mean that employing and developing an apprentice has no cost to the business.

⠀

Employers remain responsible for the apprentice as an employee, including their wages. They must also pay for costs that fall outside the eligible apprenticeship funding arrangements.

⠀

If an employer agrees a training price above the applicable funding band maximum, the employer is responsible for the additional amount above that limit.

⠀

Employers should therefore avoid assuming that the phrase funded apprenticeship automatically means every associated employment or development cost is covered by government funding.

⠀

A training provider can help the employer understand the programme, while the applicable funding rules determine how eligible training and assessment costs are funded.

⠀

Can Employers Recruit a New Customer Service Apprentice?

Employers do not have to use a Customer Service Apprenticeship exclusively for existing employees.

⠀

If an organisation needs additional customer service capacity, recruiting a new apprentice can provide another route to building its workforce.

⠀

Momentous Learning offers employers free apprenticeship recruitment support, helping organisations looking to bring new apprenticeship talent into their teams.

⠀

This gives employers two potential approaches.

⠀

They can use apprenticeship training to develop an eligible existing employee who needs new customer service skills, or recruit someone new and develop their capabilities through the apprenticeship from the beginning.

⠀

The right option depends on the organisation's skills gaps, existing workforce and recruitment needs.

⠀

What Does the Level 3 Customer Service Specialist Apprenticeship Include?

Funding is only one part of deciding whether an apprenticeship represents good value.

⠀

Employers should also consider what their employee will actually learn and how that development can be applied within the organisation.

⠀

Momentous Learning's Level 3 Customer Service Specialist Apprenticeship typically lasts 13 months, followed by up to three months for End-Point Assessment.

⠀

The programme combines:

⠀

  • Dedicated monthly Coaching Conversations

  • Collaborative Learning Labs

  • Practical workplace learning

  • A personalised digital learning plan

  • Access to the Momentous Learning Academy

  • Preparation for End-Point Assessment

⠀

The programme is designed to develop broader customer service and Customer Experience capability, including handling more complex customer situations, working across different service channels, using customer service technology and understanding customer feedback.

⠀

For employers, this means the funding decision should be considered alongside the employee development opportunity and the skills the organisation wants to build.
